Your telegram to the Admiral of November 9th, If Indians are deported under Japanese adminis- trative order as undesirables, cannot the Shanghai authorities exercise right of refusing them admission on that ground? If so, I could telegraph substance of Japanese order of deportation to you after depart- ure of the men from Yokohama and you could notify

authorities.

If the men are refused landing, they will then be carried on to Hongkong in the same steamer and diffi- culty will be solved. Please let me have your views here as soon as possible addressed to Prodrome, Kyoto.
